The purpose of this paper is to examine the development and problems of the Indonesian policy for coastal and ocean resources management, including coral reef management. This paper provides the background basis of the national coral reef policy and strategy for addressing the Indonesian coral reef management. This paper will examine the function of policy and legislation in coastal/coral reef resources management. It will include the policy of national and regional levels that relate to coastal and marine resource management, in particular those that impact on coral reef management. This paper will also outline several major challenges faced by the Indonesian legislators on the national coral reef policy. It will review some of the theories of creating an appropriate national policy for the use and management of coral reef ecosystems. Finally, alternative recommendations for the Indonesian Government’s consideration will be provided to improve its coral reef management performance.
